We’re seeking a Facility Operating Officers to spearhead operations at our Youth Rehabilitation Treatment Center in Kearney. This position serves a population of adolescent males. This pivotal role is perfect for a strategic thinker who thrives on optimizing performance and driving improvements. The successful candidate will have experience managing a team and demonstrated knowledge of youth residential facilities, regulations, compliance, and treatment programming. The Facility Program Manager serves a critical role in assisting with the operation of the Youth Rehabilitation and Treatment Center in Kearney to ensure safety, security and program strategies are maintained to promote excellent treatment services and a strong quality of life for the youth. The YRTC-Kearney uses an evidence-based treatment program to meet the needs of male youth offenders through a fully accredited school, mental health services, religious services, a recreation program, and volunteer and community services. The facility is fully accredited by the American Correction Association, the Performance-based Standards/council of Juvenile Correctional Administrators, and complies with PREA, Prison Rape Elimination Act, standards. Hiring Rate: Dependent on experience. Location: YRTC in Kearney Schedule: Monday through Friday, 8:00 AM to 5:00 PM with On Call responsibilities. As the Facility Program Manager, you will: Under the supervision of the Facility Administrator and communicates decisions with the Facility Administrator Responsible for ensuring programming at the facility is completed with integrity, including the daily youth schedule, recreation schedule, therapy groups, skills groups, and the graduate program. Establishes and monitors program quality assurance measures to ensure programming is implemented as designed and produces measurable outcomes. Weekly spot checks of living unit documentation ensuring documentation is being completed correctly and efficiently Conducts routine quality assurance reviews of programming, living unit practices, documentation, schedules, and required services, and ensures identified deficiencies are addressed. Works closely with other departments to ensure communication between departments regarding programming and schedules Direct supervision of Unit Managers, Recreation Manager, and Religious Coordinator/Volunteer Coordinator Holds direct reports accountable for performance, staff supervision, professional conduct, completion of assigned responsibilities, and compliance with facility expectations. Completes daily rounds of the facility, checking in with youth and staff, showing presence and availability Meets regularly with youth and staff to address issues and concerns when needed. Reviews youth concerns, grievances, and feedback for trends and coordinates appropriate responses to improve safety, treatment, programming, and quality of life. Assists with security situations when needed -Reviews significant incidents and recurring behavioral or operational trends, participates in after-action reviews, and develops or monitors corrective actions when needed. Ensures facility programming and operations remain consistent with applicable statutes, policies, PREA requirements, accreditation standards, and evidence-based practices. Assume responsibility for the facility in the absence of the Facility Administrator. Translates direction from the Facility Administrator into facility-level operational and programming priorities and monitors implementation across assigned departments. Serve in on-call capacity on rotating basis. Requirements / Qualifications: Minimum Qualifications: Bachelor’s degree in human services, Administration, or related field. Related coursework, training and/or education may substitute for the bachelor’s degree on a year-for-year basis. Knowledge of principles & practices of institutional programming including educational/vocational training & rehabilitation programs; and security requirements & techniques required. Supervisory / management experience. Preferred Qualifications: Experience in Juvenile Justice services, experience in management principles and knowledge; experience with relevant case law; demonstrated ability to supervisor management staff. Other: Valid driver's license. Knowledge of: quality assurance practices, incident review and corrective action processes, compliance monitoring, accreditation standards, PREA requirements, ACA requirements, and effective youth residential programming. Ability to: communicate effectively to a variety of individuals; listen and understand information presented by others; apply deductive and inductive reasoning to variety of situations; apply original solutions to topics or situations and handle sensitive situations. Skill in: strategic implementation, program quality assurance, trend analysis, accountability, corrective action planning, cross-department coordination, and communicating operational concerns and recommendations to the Facility Administrator.
