Senior Engineer/Analyst - Senior Principal Engineer/Analyst (NDD - 1)

[What the role is] What the role is You will join the team responsible for the overarching governance and integration of the department activities. The team establishes the internal systems; such as integrated management system, international benchmarking, and cost-modelling frameworks. You will focus on monitoring progress, risk management and streamlining internal processes to ensure all institutional outputs meet rigorous technical and regulatory benchmarks. [What you will be working on] What you will be working on: 1. Project Management Office (PMO) Development a. PMO and Governance Support the development of the PMO and its governance framework. Design development processes, governance structures, decision-making protocols, and oversight mechanisms to enable timely technical reviews and cross-functional collaboration. Drive organisational agility by reducing process inefficiencies and improving coordination across technical disciplines. Provide strategic analysis of programme dependencies, resource requirements, and execution trade-offs to support decision-making. b. Integrated Planning and Master Schedule Develop and maintain the integrated master schedule, including programme roadmaps, milestones and critical paths. Ensure long-lead activities and interdependent workstreams are effectively sequenced and aligned with programme objectives. Consolidate branch-level schedules into an integrated programme plan to support strategic planning and decision-making. c. Risk Management and Dependency Analysis Support the development and continuous improvement of risk management frameworks, focusing on systemic risks and cross-functional dependencies during the development. Maintain programme-level risk registers and monitor critical risks, dependencies, and issues that may impact project readiness or key milestones. Conduct dependency mapping and critical path analysis to support proactive risk mitigation and informed decision-making. d. Capability Development and Knowledge Management Develop structured documentation, governance procedures, and knowledge management systems to strengthen organisational capability. Support competency development, lessons learned, and knowledge retention to build long-term institutional capability. 2. Establishing the Governance & Management Framework Integrated Management System (IMS) Support: Contribute to the design of an internal IMS aligned with international standards and industry best practices. You will help synthesize safety, quality, and economic elements into a single management structure to support long-term institutional knowledge. Process Governance: Assist in defining decision-making protocols and oversight mechanisms. You will help establish the framework for how technical information is reviewed and validated to ensure high levels of organizational rigour. 3. Financial & Strategic Planning Economic Modelling: Conduct deep-dive analysis and strategic modelling for the financial governance of complex, large-scale infrastructure. This includes researching international cost-control frameworks and long-term funding structures to understand the economic viability of emerging nuclear energy technologies. Program Alignment: Serve as a central coordinator to ensure that various technical branches are aligned with overarching organizational objectives, budgets, and timelines. 4. Institutional Readiness & Standards Benchmarking Regulatory Gap Analysis: Collaborate with diverse stakeholders to study international regulatory landscapes. You will help identify gaps in existing local frameworks and research enhancements required to align with global energy governance best practices. International Standards Engagement: Engage with internal departments and research bodies to facilitate comprehensive reviews of emerging energy standards. You will help ensure that any theoretical deployment models are validated against international "Safety, Security, and Safeguards" (3S) benchmarks. Knowledge Management: Build institutional expertise in international licensing and compliance processes, ensuring that the organisation remains an informed participant in global nuclear energy dialogues. Develop regulatory licensing roadmaps. [What we are looking for] What we are looking for Education: 1. Education in the following fields will be preferred: Systems Engineering or Project Management, Other relevant qualifications are welcome to apply. Preferred Experience: Setting up governance or project management systems for large scale infrastructure projects. Financial planning and analysis for major infrastructure projects. Experience working within or closely with government agencies to develop regulatory frameworks or licensing roadmaps. Competencies and Other Requirements Programme and Project Management. Stakeholder management. Technical writing for regulatory submissions. Strong analytical and problem-solving skills, with the ability to synthesise technical, and policy considerations. Openness to being stationed overseas for extended periods (3 months –2 years) for specialised training and attachments.
