Current County of Kaua'i employees, must apply on the Internal Career Site by clicking on this link Job Title: Human Resources Technician I Salary Range: N/A Position Salary: 4,221.00 USD Monthly Location: Department of Human Resources Civil Service or Non Civil Service: Civil Service Job Summary: Independently performs a wide range of technical human resources work in support of one or more functional areas in the central human resources department requiring the interpretation and application of civil service laws, human resources policies and procedures, and pertinent provisions of collective bargaining agreements; and performs other related duties as required. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Audits payroll certification forms for completeness, accuracy and compliance with civil service laws, rules, collective bargaining agreements, and executive orders, initially conferring with supervisor on more complex transactions; processes the same; Audits data entered into human resources computer system for processing of personnel actions; posts and processes transactions; May conduct on-site audit with departmental personnel to ensure compliance of civil service laws and human resources policies and procedures relating to records management, confidential matters, bulletin board postings, etc. May review and process position re-descriptions for classes as assigned, class specification amendments, and simple to moderately difficult reallocation requests; Prepares and processes classification action notifications; enters data into the human resources position files to effectuate personnel transactions and maintain position history; Prepares recruitment announcements; works with news media on ads; prepares and distributes announcements for posting; Provides information on recruitment process, minimum qualification requirements, including required certificates, license, etc.; refers applicants to licensing agencies; Receives applications and logs applicant data into software system; Screens applications for simple clerical classes of work and for registration recruitments; rejects or accepts applications; explains the reason for rejection to applicants; Schedules and administers examinations; Scores answer sheets, converts raw test scores, and prepares test score distribution; notifies applicants of test results; prepares certifications for hiring departments; updates records of departmental hiring actions; Reviews, processes, and monitors routine and moderately difficult workers' compensation claims evaluations and assists specialist with the more difficult and complex cases; Assists specialist with preparation of workers' compensation cases for administrative hearings before the Department of Labor and Industrial Relations; Assists in the review of routine treatment plans to ensure compliance with the Hawaii Workers' Compensation Medical Fee Schedule; Reviews provider bills to ensure compliance with the Hawaii Workers' Compensation Medical Fee Schedule; recommends approvals or denials; Arranges for Independent Medical Examinations (IME) and disability evaluations; Determines periods of temporary disability; Plans and coordinates the annual awards program; prepares notices to departments; arranges for emcee and awards; coordinates logistics and staff assistance; Coordinates the annual pre-retirement workshop; prepares notices to departments and other State jurisdictions on Kauai; compiles registration list; arranges for speakers; coordinates logistics and staff assistance; Assists in the development of Equal Employment Opportunity plans; participates in the investigation of routine and simple complaints; prepares reports of findings; Prepares announcements for training sessions; compiles registration lists; assists with preparation of training materials; updates and maintains training records and logs; Assists with program coordination and logistics for departmental meetings, conferences, special events, and training; Sets-up, reviews, updates, and maintains all manual and electronic files and records relative to the assigned functional human resources program, which includes confidential matters thereto; and Performs administrative support functions and other related duties for the Department as assigned. Minimum Qualifications: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and three (3) years of specialized work experience. Qualifying Specialized Work Experience: Work experience which required the knowledge and application of pertinent human resources rules, regulations, procedures and program requirements. For civil service positions, applicants will be evaluated based on the content of their applications and depending on the position, may require additional assessments such as a written examination, performance examination or evidence of a valid driverās license before being placed on an eligible list for that class of work. Depending on your ranking on the eligible list, you may be invited to participate in the remainder of the selection process. For non-civil service positions, applicants do not need to meet minimum qualification requirements. Oral Interviews are conducted with a panel of interviewers and if you are selected for an interview you will be contacted by the hiring department. Employment references will be conducted for the final applicant. After offer, depending on the position, other requirements such as criminal background check, physical examination, and drug testing may be required. What is an eligible list? Applicants for civil service positions who meets the minimum qualification requirements are placed on an eligible list which will be used by departments to fill a vacant position for that class of work. An applicant will remain on an eligible list for 6 months. What is the difference between a civil service and non-civil service position? A civil service position must be filled through the merit system whereby applicants must be qualified to fill a position. Becoming a civil service employee provides an individual with various rights not afforded to non-civil service employees.
