[What the role is] The Land Planning Branch (LPB) plays a key role in shaping and safeguarding Singapore's future energy infrastructure to support long-term energy security, economic growth and the energy transition. You will lead or support the strategic planning, development and safeguarding of land, sea space, underground corridors and associated infrastructure required for Singapore's evolving energy system. This includes electricity imports, power generation, gas infrastructure, substations, and emerging low-carbon energy technologies. You will work closely with government agencies, energy licensees, consultants, and industry stakeholders to translate future energy needs into land needs, infrastructure and implementation plans, ensuring that critical energy infrastructure can be delivered in a timely and coordinated manner. [What you will be working on] Job Responsibilities 1. Strategic Energy Land Use Planning Develop and maintain long-term plans to support future energy infrastructure requirements. Identify, assess, and safeguard land, sea space, underground corridors and wayleave requirements for critical energy infrastructure. Support national planning exercises, including long-term and medium-term infrastructure planning initiatives. 2. Energy Infrastructure Development and Master Planning Lead or support feasibility studies, master planning studies, and technical assessments for future energy infrastructure developments. Assess land suitability, infrastructure readiness, development constraints, and implementation risks. Plan and facilitate the development of strategic energy infrastructure, including: Power generation facilities Electricity import infrastructure Electricity and gas transmission networks infrastructure Hydrogen and other emerging energy infrastructure Manage consultants and review technical, planning, and environmental study outcomes. 3. Electricity Import Development Assess and secure suitable landing sites Identify and evaluate feasible land and subsea cable corridors. Coordinate with agencies, developers, and infrastructure owners to optimise and safeguard land and subsea cable corridors. Support planning and implementation of supporting infrastructure required for cross-border electricity imports. 4. Cross-Agency Coordination and Policy Development Engage government agencies, infrastructure owners, developers, and other stakeholders on energy infrastructure planning matters. Develop and review policies, frameworks and planning guidelines relating to: Energy infrastructure land needs Wayleave and corridor safeguarding Infrastructure development and implementation Land optimisation and underground space usage Prepare management papers, policy recommendations and submissions for senior management and inter-agency platforms. 5. Stakeholder and Project Coordination Coordinate planning and implementation issues across agencies, consultants, developers and licensees. Represent EMA in inter-agency working groups, project committees and technical discussions. Facilitate resolution of complex technical, land, planning and implementation issues to support timely infrastructure delivery. [What we are looking for] Requirements Education in Engineering, Urban Planning, Infrastructure Planning, Environmental Engineering, Geography, Real Estate, Public Policy or a related discipline would be preferred Experience in one or more of the following areas is a bonus: Energy infrastructure planning Electricity generation, transmission or distribution systems Electricity imports or cross-border infrastructure Gas infrastructure planning Utilities planning Land use planning Infrastructure development or project planning Environmental, regulatory or public sector planning Feasibility studies and master planning Strong analytical, problem-solving and critical-thinking skills. Ability to analyse complex technical, planning and policy issues and develop practical recommendations. Strong written and verbal communication skills. Ability to engage and collaborate effectively with diverse stakeholders. Self-driven, adaptable and able to manage multiple workstreams in a dynamic environment.
